The challenge in Switzerland: Complex processes and limited resources

Public organizations face increasing demands for efficiency, transparency and citizen service. At the same time, they are often constrained by complex processes, manual procedures and limited IT resources. When adesso in Switzerland started discussions and analyses together with the cantons (municipalities) Aargau and Basel-Stadt, it was quickly realized that this was the case for both of them. The need for digitalization and process improvement was urgent.

The solution: Decentralized development and national integration

In Aargau, adesso implemented a “Citizen Development” strategy, where different departments such as education, police and social services were given tools and training to develop digital services themselves without burdening the central IT department. By using low-code platforms, new e-services could be launched quickly and cost-effectively, leading to increased flexibility and faster response times.

At the same time, Basel-Stadt, with adesso's help, connected its migration process to the national EasyGov portal, enabling companies to manage work permits for cross-border commuters digitally. By integrating existing systems with the national platform, it was possible to reduce bureaucracy and improve services for both businesses and citizens.


The result was more efficient processes and significantly better citizen service

Both cantons achieved significant improvements leading to efficiency and higher citizen satisfaction. Aargau now had an efficient and faster development of digital services, with reduced costs but increased autonomy for different departments.

Basel-Stadt achieved a significantly simpler and more transparent handling of work permits, with reduced administrative burden for both businesses and authorities. Thus, the implementation of BPA and low-code platforms gave Swiss municipalities a flexibility, speed and cost-effectiveness they could not previously dream of.

Implementation in the Swedish public sector

The success of the two Swiss municipalities clearly shows us how Swedish municipalities and regions can benefit from similar strategies that adesso's BPM/A team enabled there.

By implementing low-code platforms, different administrations can quickly develop and adapt e-services to citizens' needs, without depending on central IT. Integrations with other national platforms can improve everything from patient flows and information sharing to social affairs and citizen engagement, leading to everything from better care and more efficient use of resources to closer contact with citizens.
